Bug description:
  Binary package hint: unity

  The appmenu in Unity is supposed to show a placeholder "Desktop"
  menubar (an altered version of the Nautilus menubar) when no window is
  focused. However, this placeholder only starts to work after you open
  a window for the first time and unfocus it. It should already work
  from the beginning.

  Currently, a user who has just logged in to Unity and has not opened
  any windows yet has no Desktop menubar available.
