On login Alt+F2 opens Dash instead of Run Command in Oneiric

Bug description:
I have found when logging in as a user and attempting to run a command
with Alt+F2 I am presented with the Dash menu instead of the Run
Command one. Subsequent attempts are fine though.
Reproducible Steps:
Login as Guest
Press Alt-F2
Expect to see Run Command but instead see Dash search menu
Exit from Dash Menu
Press Alt-F2 again
Run Command menu now appears
