Bug description:
I am using a german keyboard layout within unity.
Additionally, I have a russian phonetic layout installed.
If I click in the keyboard settings notifier to show the layout chart
for russian characters, some of them are wrong:
Notably ы and з are swapped when typing.
I think is due to German being "qwertz" and english being "qwerty".
The z and y are not swapped in phonetic Russian in the layout chart.
The problem occurs in 12.10 and 13.04
