Bug description:
  When using a translucent panel using CCSM, compiz also adds the
  transparency value to the titlebar of unmaximized apps.

  I noticed this in unity trunk, ppa:unity-team/staging to be more
  precise.

  Just noticed that overlay scrollbars thumb also turns transparent

  Change the panel opacity in CCSM
  Move a window
  The decorations should not be transparent
