The Shortcuts overlay is brought up by pressing and holding the Super
key, yes. This is not a bug, it is the way Unity is designed to work.
If you are having trouble tapping the Super key within the default
amouont of time to bring up the dash, there are some configuration
options that can help you. You can either increase the "Dash tap
duration option" or disable the "Enable Shortcut Hints Overlay" option
using the "CompizConfig Settings Manager" (ccsm), a tool that can be
installed from the Ubuntu Software Center.
