setting to "verification-done", we have  a fix ready and confirmed to
work for the most common case, no reason to not get that in, we can fix
the color switch thing later

  the system-settings -> appearance capplet option to set a solid color
  background doesn't work

  [Test Case]

  - open system settings -> "appareance"
  - change the "wallpaper" combo to "Color"
  - pick one of the choices in that section

  The color should be used for the background

  [Regression potential]

  low, the code was writting the color in the wrong format, the change
  fixes that
