Can you reproduce this reliably?

The only thing that looks suspicious in your original description is that the 
routing table appears to have two default routes setup.
Also, in comment #1 you don't provide the routing table for comparison.

As this involves Wi-Fi and Mobile data, I don't think you hit bug
#1206888, however that's just based upon a quick read of your bug.

Finally, if you *can* reproduce this, can you also include the output of
'nmcli c' and '/usr/lib/ofono/scripts/list-contexts'?
