Title:
ondemand CPU Scaling does not work when AC adapter is plugged in

Status in “gnome-applets” package in Ubuntu:
  Expired

Bug description:
  Binary package hint: gnome-applets

  Ubuntu 11.04
  Ubuntu 9.10
  gnome-applets:
    Installed: 2.28.0-0ubuntu2
    Candidate: 2.28.0-0ubuntu2

When unplugged, the tool from the panel works just fine and cpufreq-
info shows the range of frequencies available as 800-2270. When the AC
adapter is plugged in, this range is bounded to 800-800. Performance
using Flash or any other semi-demanding task is terrible.

cpufreq-info output when plugged into AC power:
  cpufrequtils 005: cpufreq-info (C) Dominik Brodowski 2004-2006
Report errors and bugs to cpuf...@vger.kernel.org, please.
  analyzing CPU 0:
    driver: acpi-cpufreq
CPUs which need to switch frequency at the same time: 0
    hardware limits: 800 MHz - 2.27 GHz
available frequency steps: 2.27 GHz, 2.27 GHz, 1.60 GHz, 800 MHz
available cpufreq governors: conservative, ondemand, userspace, powersave,
performance
current policy: frequency should be within 800 MHz and 800 MHz.
The governor "ondemand" may decide which speed to use
                    within this range.
current CPU frequency is 800 MHz.
