Well, this starts every time for me now.
Architecture: amd64
Version: 0.9.4.0-0ubuntu4.3
Changelog doesn't show anything obvious that may have changed this so
the problem may have been related to another package.
Fixed.

Title:
Unless the Ethernet cable is plugged in, NetworkManager never starts
and so the wireless doesn't start
Status in “network-manager” package in Ubuntu:
Fix Released
Bug description:

starts and so the wireless doesn't start.

With an ethernet connection, the network manager starts and so does
the wireless.
Workaround is to add everything needed to /etc/network/interfaces.
This used to work fine but it's been a while since I tried using the
wireless so I'm not sure when this problem appeared.
