Format now opens a format dialog but it still doesn't actually work, see bug 1227440.

Insert a removable drive such as a USB flash drive. It will appear in the Nautilus sidebar. 2. Right click the drive and choose Format... 3. Nothing happens. If you run Nautilus from a terminal, then you'll see this message as this problem occurs: (gnome-disks:13712): GLib-GIO-CRITICAL **: This application can not open files.
