I can't confirm this on Ubuntu 13.04 with GIMP 2.8.4. Are you still

  creating screenshot by grabing a region while using a menu does not
  work

Bug description:
  Gimp -> File -> Create -> Screenshot -> Select a region to grab ->
  delay to ~6 -> Snap -> open up some global menu entry -> wait and
  watch gimp

  Gimp does not show the grab-cursor but does just grab some small area.
