for reporting bugs solution was to use launchpad/libreoffice (Ubuntu) with a
tag "ppa" for this.
So, I've marked this bug as affecting "libreoffice (Ubuntu)" and added
tag "ppa".

Several Language packages (libreoffice-l10n-lt, lv and others) are
missing in latest ppa:libreoffice/libreoffice-4.0 and
ppa:libreoffice/libreoffice-4.1 builds, but exists in latest official
Ubuntu 13.10 (Saucy) packages.
libreoffice-l10n-lt, lv and others Language packages are missing in
latest libreoffice 4.0.5, 4.1.0 and 4.1.1 builds in these PPA's:
