Same here on Gnome Ubunte 13.04 and FF 24 , but only with some Filetypes. Torrent Files or Deb Packages don't get any group permissions for example.

Firefox 23 was not affected at least on the i386 (32bit) machine. First download any file with Firefox. Example: http://www.vvs.de/download/252.pdf Then check the permissions on the downloaded file. Example: stephane@nausicaa:/media/Temporaire/Téléchargements$ ls -l 252.pdf -rw------- 1 stephane stephane 12814 sept. 19 08:50 252.pdf No one excepted for the file owner is granted access rights by default. I expect new files to be created with the permissions -rw-rw-r--.
