clicking on ruler half-freezes computer

Bug description:
When I click on the ruler in GIMP, the computer partially freezes. I
can switch windows, but menu items, buttons, and text boxes are
frozen. I can switch terminals ok, and the problems disappear after a
while. However, this is still a pain when image editing.
