Sorry, but of course it can, otherwise we wouldn't have 0.9.8.0 at all.

Further versions change things for stuff like newer versions of
ModemManager, but we only support the version that is uploaded to the
main archive, not custom versions.

Closing as Invalid, since there is no bug here; if you feel this is
wrong, please use 'ubuntu-bug modemmanager' to file a bug with all the
information we'll need to diagnose the problem.

Regardless, I'll look at updating to NM 0.9.8.6 (or at least .4) before
the release, depending on whether we have time to land it.
