When trying to start "Additional Drivers", this error appears

Bug description:
After trying to upgrade Kubuntu 13.10 Beta 1, the process hang up at
"Fetching update information" with 30% (AFTER upgrading). Then I
killed the process and restarted, Kubuntu hang again. I restarted my
PC and since then the error occurs.
