Wifi signal strength meter is inaccurate

Bug description:
I'm in a hotel with poor wifi signal. iwconfig shows a signal strength
of 17/94, which comes and goes. Network Manager correctly shows this as
a low signal but the gnome panel applet is show three out of four green
blocks.
