[Impact]
* On Ubuntu, when the software-center is invoked to install a package from a

internet.
[Regression Potential]
I dont see any regression potential here. Currently proposed for merging w/
upstream
https://code.launchpad.net/~khadgaray/software-center/lp926763/+merge/187054
[Test Case]
1. Download .deb file ( apt-get download mpg123)
2. Disconnect from internet
3. Attempt to install .deb by double-clicking
a. Actual Results: the 'install' button is greyed out and not clickable.
b. Expected Results: should be able to install normally.
