Bluetooth always open after starting doesn't respect user last
settings
Status in “gnome-bluetooth” package in Ubuntu:

Bug description:
Bluetooth is always open or activated after starting, While it should
respect the user last settings, If I disabled it before restarting or
shutting down, When I start or restart my machine the bluetooth should
be disabled. (Like what happen with the wireless settings applet)
Reproduce:
- Start your machine Bluetooth is enabled
- Disable it
- Logout, Restart or Shutdown
- After logging in to same account Bluetooth is enabled (Didn't respect the
last status before restart).
Not new to quantal happens from precise. I think not related to
distro. Maybe a feature request.
