I use unity power off cant shotdown
I use Gnome power off cant shotdown too
I found a small program center
I use it

Logout/Suspend/Shutdown button goes missing in 13.10
Status in “light-themes” package in Ubuntu:
Confirmed
Bug description:
The Gear Icon goes missing, at random. This has happened ~3 times
since I upgraded to 13.10. I must reboot to get the button back. See
attached screenshot
Expected: Gear icon in the upper right, where one can find several
options including Logout/Suspend/Shutdown
Actual: No button.
