Same situation here. I have a rather powerful PC: QuadCore 3.2 GHz, 8GB Ram, Nvidia 1024 MB, 64bit system as well. The range goes from "3 second delay" to "20 seconds and longer" while showing fragments of other windows' menus. The whole problem seems to only inflict GIMP and I don't notice any influence on the rest of the system. Also I get the impression that it gets worse the longer GIMP is opened, no matter how big the file is that GIMP has to handle.

Often when switching from another program the previous program is still there. This does not happen in other programs. This happens with one small file and with many big files open in Gimp. Gimp used to be nice and fast, even in 13.10. Not sure which update caused it to slow down, been running 13.10 beta for a while. Shortcuts work just fine, I just can't remember them all and therefore has to use the menu.
