You have been subscribed to a public bug:

If you set your desktop background to a partially transparent image, the
greeter uses a black background regardless of the colour set on the
Appearance settings window. This is especially awkward if the image is
mostly black and transparent, so all you see is a black image.

What should happen is that the greeter uses the colour you set in the
Appearance settings window.

To test this for yourself (I couldn't figure out how to take a screenshot of 
the login screen!), try this wallpaper:

Set the background colour to anything but black, then logout. You should
just see a completely black background.
