Network-manager is disabled after suspend

Bug description:
Upgraded recently to 13.10 (saucy). After the upgrade I could not
connect to a wireless network after resuming from suspend. (It worked
before the upgrade.) Eventually I figured out that I could kill
network manager and restart it to fix the problem.
Steps to Reproduce:
1. suspend
2. resume. nm-applet show networking is disabled. Checking "Enable
Networking" has no effect.
Workaround:
After resume:
sudo stop network-manager
sudo start network-manager
