Yes, it happens with guest session and even if I create a brand new
user.

About gnome-settings-daemon.log, it does not exist:

ll ~/.cache/upstart/gnome-settings-daemon.log
ls: cannot access /home/ctrl0l/.cache/upstart/gnome-settings-daemon.log: No 
such file or directory

  Switching languages does not work and leaves English only

Bug description:
  Hello,

  It seems the new language switching control in Ubuntu 13.10 does not
  work on my machine. I have set three languages, but switching among
  them just doesn't work - I can write only in English.
