doing launcher reveal gesture when launcher is shown causes it to not
hide when it should

Bug description:
to reproduce:
1. go to a workspace with just a small terminal (or other window) opened and
not colliding with the launcher
2. perform a 4 finger swipe gesture. there is no visual change, it appears to
be ignored
3. Move the window into the path of the launcher
what happens:
the launcher remains shown, and will not hide until the opposite 4 finger
slide to dismiss is performed
what I would expect:
the launcher hides when the window moves into it's path
