Workspace Chooser listbox does not show scrollbars if resolution is

Bug description:
Workspace Chooser listbox does not show scrollbars if resolution is
not enough to list all workspaces.
For example I have the following desktop workspaces installed:
Cinnamon
MATE
Ubuntu
Kubuntu
Lubuntu (adds more than 4 workspace options)
Xubuntu (Xfce)
The last one does not show up since chooser listbox does not show any
scrollbars checking resolution.
Maybe enabling scrollbars after 5 desktop can solve the problem.
To see Xfce I had to remove Mate desktop.
