NetworkManager do not reconnect disconnected GSM connection

Bug description:
Network Manager is used to connect to internet with USB GSM modem. Some
operators, for example Aero2 in Poland, automatically disconnect you after 60
minutes. Majority of 3G, 4G routers while inserted with USB GSM modem or
stand-alone mobile GSM routers in case of disconnection, automatically
reconnect.
Network Manager unfortunately if the connection is broken do not reconnect.
You can’t even just order NM to reconnect. You have to take USB GSM modem out
and insert it once again and tell NM to connect.
I was told that wvdial on the Ubuntu forum that wvdial can auto connect
broken connection but NM do not have it.
It should be fixed.
The bug is present in Ubuntu 13.04, 12.10 and 12.04.
