4 years since this issue was first raised and still not implemented........
a part of the mp4 specification no, yet not implemented? am i missing 
something. 

i use foobar2000 in wine to over come this, but hardly an ideal solution. 
VLC supports it, but none of the gstreamer based audio apps like banshee, etc.

  The MP4 container format supports a text:tx3g track containing an index to
  chapters or sections of the audio/video track(s). Podcasts, audiobooks, movies
  all use this to allow you to jump between sections of described content. It
  would be great if totem / gstreamer could support using these.
