Bug description:
  phppgadmin installs duplicate files in different directories on Ubuntu
  13.10 (saucy, amd64):

  - /etc/apache2/conf-available/phppgadmin
  - /etc/apache2/conf.d/phppgadmin

  Directory '/etc/apache2/conf.d/' is deprecated on Ubuntu 13.10, and
  files created under /etc/apache2/conf-available/ should have '.conf'
  extenstion, for example: /etc/apache2/conf-available/phppgadmin.conf.
