Big identific changelog.gz and ChangeLog.gz files exist in doc folder

Bug description:
I've noticed, that big identific gzipped changelog and ChangeLog files exist
in doc folder of each binary package from gtk+2.0 source.
For example real size gtk2-engines-pixbuf package in Ubuntu 8.04 should be
about 20 kb, but now it includes 2 unneeded ~100kb size changelog.gz files +
NEWS.gz and changelog.Debian.gz and because of this current gtk2-engines-pixbuf
package is about 320 kb size. All mentioned files exist in libgtk2.0-0 and
libgtk2.0-common packages on which gtk2-engines-pixbuf depends.
So, we should fix 2 things:
1. remove ChangeLog.gz from doc folder (we can use symlink if we need same
file in different case)
2. replace documentation files by symlinks to
/usr/share/doc/libgtk2.0-common/* files in all binary packages, because these
packages already depend on libgtk2.0-common package. This is recommended by
debian-policy (architecture-independent files should be in separate package).
