As someone who is currently building a project on Chromium, I can assure
you that this is an incredibly bad idea. Aside from the fact that the
API's don't maintain any binary compatibility between releases, Chromium
doesn't export any symbols for you to link against anyway (meaning that
providing headers is not enough anyway)

  You should create one (or multiple) -dev packages to have .h files. So
  tools using libraries for ex can be built without needing the complete
  source code (which is very big).
