  gdm disable_user_list does not display login banner

Bug description:
  Binary package hint: gdm

  When you add a login banner to gdm via:

  sudo -u gdm gconftool-2 -s 
/apps/gdm/simple-greeter/banner_message_text_nochooser --type string 
"Authorized users only"
  sudo -u gdm gconftool-2 -s /apps/gdm/simple-greeter/banner_message_text 
--type string "Authorized users only"
  sudo -u gdm gconftool-2 -s /apps/gdm/simple-greeter/banner_message_enabled 
--type bool 'true'

  The banner displays fine.  However, if you also disable the user list
  the banner is no longer displayed:

  sudo -u gdm gconftool-2 -s /apps/gdm/simple-greeter/disable_user_list
  --type bool 'true'

  Occurs in 9.10 Desktop and Netbook remix.

  Description:  Ubuntu 9.10
  Release:      9.10

  I expected the banner to display even if the user list does not
  display.  This is a corporate setting and both settings are required
