On Ubuntu 13.04 "Raring Ringtail", the second quotation mark is copied correctly, but the first is not selectable at all and hence can't be copied, possibly due to what I presume is a German convention of diplaying the first quotation mark at the bottom of the line instead of at the top like the second one.
