Bluetooth box volume set to 100% after connect and not linked to
volume keys

Bug description:
After connecting my bluetooth audio box it starts playing at 100%
volume, although the volume slider in the sound settings is at 25%.
Additionally, the volume keys are not linked to this device - they
appear to change the volume of the internal/fallback speakers.
I have to select the bluetooth device in the sound settings and then
trigger a change of the volume manually (via slider or keys) to turn
down the sound.
