  gnome-panel crashed with SIGSEGV in gweather_location_equal()

Status in “gnome-panel” package in Ubuntu:

Bug description:
  From day one of install of Gnome on Ubuntu 13.10 server with
  encryption, Gnome applets crashed.  I have done my best to restore
  what I can, but the panels do not seem to be responding to theme
  changes as well.  The desktop does not show as it is supposed to and I
  have no way to change the wallpaper or anything else on the desktop.
  I expected Gnome to act as it has in all the other versions of Ubuntu
  that I have used before.  (using Gnome flashback)
