Top bar with applets not respomding in dual screen mode

Bug description:
I have a dual screen, display 1 (22") above screen 2 (15"). When I use
the lower screen 2 for the quest operating system in full screen mode,
the applets in the top bar of screen 1 cannot be used as long as the
active window is the full screen mode of the quest OS. A maximise
window of the quest does not cause the same problem.
Small problem, but somewhat annoying, since sometimes you have to
start another program and make the window of that program the active
window.
Maybe the info can be used to correct thiss annoyance in 12.04.
