I've no strong opinion either way, Recommends are installed by default
and evince works without those icons (it just looks buggy) ... Depends
is fine for me though

I'm using Ubuntu 14.04 dev with evince 3.10.0-0ubuntu2 and there are
no icons shown in evince (in the attachments is a screenshot). "dpkg
-l | grep '\-theme'" shows:
ii gnome-icon-theme 3.8.3-0ubuntu3
all GNOME Desktop icon theme (small subset)
ii gnome-icon-theme-full 3.8.3-0ubuntu3
all GNOME Desktop icon theme
ii hicolor-icon-theme 0.12-1ubuntu2
all default fallback theme for FreeDesktop.org icon themes
ii lxde-icon-theme 0.5.0-1
all LXDE standard icon theme
