should report if crash happened at logout/shutdown

Bug description:
Just as the summary. apport should add a tag to bug reports for
crashes that occurred during session shutdown. There are a few ideas
for heuristics we could use to determine this:
- time delta between crash and apport dialog
- checking if the XDG session cookie or D-Bus address is the same
- consulting gnome-session at the time of the crash to see if it's still
alive
- other?
In any case, the information should be presented as a tag in the
report.
