Open Nautilus 2. Copy a file large enough to trigger the "File Operation" dialog (I just copied an ISO from a to b) 3. Close Nautilus Now the Nautilus launcher shows a running indicator and its quicklist allows you to show the copy dialog (a small, empty window). You can quit it via the global menu or the quicklist, but that seems to only hide the dialog and Nautilus keeps showing the running indicator, which prevents starting another Nautilus window. I'm not seeing this in a desktop session, or at least I don't know how to check if it happens there too.
