Public bug reported:

I'm using ubuntu 13.10 x64 and I just installed gimp today using the official
repository.
When I opened gimp the menu items seemed to be disabled. When using HUD to
access the menu items, it works.
I have to disable the global menu first using UBUNTU_MENUPROXY=0 inorder to
access a working menu item.

** Affects: gimp (Ubuntu)
     Importance: Undecided
         Status: New
