I'm fairly new at this and don't really understand how to find what the right package is, but i know that it's in the login-screen in ubuntu 13.10 x86.

Happens every time. I found a way to avoid it, and that's by either pressing with the mouse on the he/en button or to press the "switch user.." and there the alt+shift combination does work.
