I'm not sure where the bug was exactly, but it was still a usable OS,
although I think it was a valid bug in terms of there was visual
distortion stemming from the ATI graphics. I guess it's your call.

  Distorted graphics on dash compiz transparency

Status in “xserver-xorg-video-ati” package in Ubuntu:
  Incomplete

Bug description:
  Basically when I click on the dash I get a funky distorted overlay on
  the top toolbar and unity dash it's almost psychedelic but probably
  unintentional :)

  This is for raring 13.04 beta 1 (or the 3/15/2013 daily build)
