Closing as Invalid: there is an Import option, it's now under the Add...
button, at the very bottom of the drop-down list.

Title:
  No import option for VPN

Status in “network-manager” package in Ubuntu:
  Invalid

Bug description:
  13.10 standard

I've set up an OpenVPN server & was able to connect to it with my
Android mobile without much hassle via the *.ovpn config file.

I've been able to use a config file to manually compose an OpenVPN
config to start the connection via CLI as detailed:
  http://naveensnayak.wordpress.com/2013/03/04/ubuntu-openvpn-with-ovpn-
  file/

Some dated docs & guides online seem to indicate that network-manager
has (or rather, had) an import option & there's an export button on
the config dialog too, but there's no way to import an existing config
  or a *.ovpn config file.

Overall (Open)VPN support does not seem... spectactular
