Public bug reported:

My display settings specify that the screen should be turned off after
one hour (in "Brightness & Lock"). When I return to the machine after
the screen has been turned off and press keys on the keyboard, the
screen won't come back on. I have tried moving the mouse, clicking the
mouse, unplugging and replugging the USB devices, and attaching another
USB device. The OS is simply ignoring user input. The only way to get a
screen is to unplug and replug the monitor. At that point, all the input
devices work normally, and I see all my keystrokes in the login dialog.
So the OS is failing to do the "turn on the screen now" thing when it is
most obviously aware of user input.
