There is a way to query the bucket for instances and then inspect their
dependencies to see if they have the new version of libsoup2.4.

Looking at these 8 instances approximately 6 of them were fresh installs
so it is unlikely that the system rebooted after installing the updates.
Additionally, there have been many reports of this error since the
package was put in -proposed so it seems likely that the bug is fixed.
Finally, there are no reports of this in Trusty.  Subsequently, I am
marking this as verification-done.
