I confirm that this affects 13.10, I have over 5 machines confirming
this bug.

One addition - in 13.10 ALt +Shift does work till the next log in, it stops 
working after you login next time and you have to press Shift first.
but if you set it again in settings then it will work till another log in.

  When `Shift+Alt L` is for switching keyboard layouts, Shift has to be

Bug description:
  This is a follow-up from bug 1245926, comment 11.

  In trusty, I have `Shift+Alt L` as layout switching.

  Pressing the combo by first pressing the Alt key doesn't work. Only
  when the Shift key is pressed first does the combo work.
