This CPU consumption bug appears to be resolved in the newer versions of x.org. I've switched to xfce and can't speak to KDE's performance anymore, but I suppose it is OK to remove this bug report after all this time.

The system will freeze for a second or two whether compositing is on or off when certain user interface functions are called. Xorg CPU usage is 100% and takes priority from other system processes. The mouse will not respond and if audio is playing it will stutter. User interface functions affected are: window switching (changing focus), window open, scroll frame, viewing an image Functions NOT affected: window minimize/maximize, desktop cube, present windows, most effects This bug occurred in previous ubuntu version 9.10 but was fixed with the workaround: Option "MigrationHeuristic" "greedy" in xorg.conf This option no longer has any effect. These options improve scrolling speed/smoothness on GTK based applications only.
