Public bug reported:

In previous Ubuntu versions, lightdm login screen would turn off after
about 10 min. of inactivity. After upgrading to 13.10 screen remains on
all the time while in lightdm login screen. In-session or in locking
mode it works fine.

Lightdm login screen is run under lightdm user control. Gnome-settins
look fine compared to the user's:

$ gsettings list-recursively org.gnome.desktop.session
org.gnome.desktop.session idle-delay uint32 600
org.gnome.desktop.session session-name 'ubuntu'

$ sudo -H -u lightdm dbus-launch --exit-with-session gsettings list-recursively 
org.gnome.desktop.session
No protocol specified
org.gnome.desktop.session idle-delay uint32 600
org.gnome.desktop.session session-name 'ubuntu'

Session idle control seem to have changed in gsettings from the previous
versions so it is more likely a regression.

It should be considered a severe bug since many computers stay on all
the time and this is burning power and pixels.
