Oh hang on, I may have been seeing gcc previously, I now see that we
have check boxes, not switches. There are still improvements needed
however.

  Mute button is not labelled and Test sound button does not activate
  with Orca

Bug description:
  The mute button in the Sound panel is not labelled so it can be
  clicked on by a blind user using Orca and be left with a non
  functional screen reader due to muted sound. The test speakers button
  when pushing enter or space on does nothing, previous releases the
  button has been able to be clicked on by Orcas simulated click
  feature. This does not appear to work either.
