According to
https://help.gnome.org/users/orca/stable/howto_the_orca_modifier.html.en
i should be able to open the Orca preferences and change my Orca
modifier so that it will work on my laptop.

My laptop does not have a keypad, and the 'insert' key is combined with
Printscreen so that it doesn't work properly.

Unfortunately the only way to open the preferences is to press the Orca
modifier! catch 22.


Orca needs to have a configurator panel in the ordinary place, (System 
Settings) like every other piece of system UI software does, such as the 
Brightness, the Power settings, the Sound settings, Appearance, Displays, 
Mouse/Touchpad, Language Support, etc. 

This is the 'obvious' place people will look for it.

And it is not only for sight-impaired users, it is for programmers who
are trying to test programs to see if they work for sight impaired
users.
